基層防疫登革熱缺錢孔急，市議員杜素吟9日呼籲市府動用第二預備金及中央補助款支援。 杜素吟表示，台南市總計有752里，很多都有成立義工隊，這些義工隊成員為協助防疫，全站上第一線，但卻為短缺經費所苦，除了早餐自備外，便當與飲用水，皆由里長自掏腰包，截至目前為止，市府還未下放任何經費給地方運用。 杜素吟呼籲市府能盡快動用104年度還剩餘的1.3億元第二預備金，以及中央補助台南市的4700萬元防疫經費，下放給基層運用，不要讓地方望蚊興嘆。
